Abstract

The article discusses the potentials and limitations of the Community Self-Determination Act in the U.S., which aims to provide ghetto residents, who are mostly African Americans, control over their own destiny. The bill enables African Americans and other poor groups the right to own and manage their own businesses and control social services. The bill provides for the creation of locally organized and controlled Community Development Corporations and Community Development Banks.
