Abstract

The article discusses the traffic congestion pricing scheme under PlaNYC, an environmental project of New York City Mayor Michael R. Bloomberg. Under PLanNYC, the city government will charge an $8 fee for cars and $21 for trucks traveling south of 86th Street in Manhattan, starting 6 a.m. to 6 p.m., every weekdays. The scheme is expected to improve air quality and congestion in the city.
