An Analysis of the 2003 "Zero-Three-Three" Civil Service Pay Reduction Settlement in Hong Kong: A Neopluralist Perspective.

The article presents a neopluralist perspective of the 2003 zero-three-three civil service pay reduction settlement in Hong Kong, China. It analyzes the interactions, negotiations and bargaining of various contending groups over the issue of civil service pay adjustment. Qualitative research methods were adopted, which included documentary reviews and interviews with those players who participated in the development process of the zero-three-three settlement. The article also explains why neopluralism should be adopted as a theoretical framework for analyzing policy making.
