California Mandatory Conditions of Parole Evaluation: Where to Start?

Abstract

The California Department of Corrections and Rehabilitation (CDCR) began implementing Mandatory Conditions of Parole (MCOP) and the sister program, SB1453, for substance using offenders throughout the state prison system in March 2007. The intent of the residential aftercare provided by SB 1453 and MCOP is to address the needs of these offenders, thereby reducing return to prison, and return to criminal or drug activity in California. The current research seeks to evaluate four evaluation domains of this program: program implementation; participant characteristics; promising practice and program improvement; and program dynamics, participant outcomes, and cost offset analyses. An evaluation of this size and scope needs a substantial amount of planning and consultation at the outset.
