- Chapter 10 of the book "Digital Governance in Municipalities Worldwide (2007): A Longitudinal Assessment of Municipal Websites Throughout the World" is presented. It features top cities worldwide ranked in terms of best practices in handling web sites based on the 2007 Digital Governance in Municipalities Worldwide Survey results. The topmost-ranked city of Seoul in South Korea has developed a web site that has recorded a high score in all the e-governance categories. Other top ranking cities include Hong Kong, China, Helsinki, Findland and Singapore.
