Abstract

The article explores the effectiveness of implementing a national renewable portfolio standards (RPS) for electric power in the U.S. The author argues that the national RPS would probably not be adopted by the Congress, nor serve its proposed goals. It discusses how the national RPS would likely have a geographically disproportionate costs. Moreover, it examines how it fails to deal the system-level infrastructure siting and cost allocation barriers within the electric power industry.
