Research on the Environmental Protection Performance Management System Structure of Party & Government Leaders at the County and City Levels Based on the Planning of Poyang Lake Ecological Economy Zone.

Abstract: Strategy-oriented performance management system is a relatively complex integrated system, and how to construct its system structure model has become one of the hotspot problems researched by many experts and scholars. From five aspects, namely the formulationsystem of the planning of Poyang Lake Ecological Economy Zone, the decomposition and transfer system of planning objectives, the design system of assessment method and subject, performance management process system, and basic guarantee system of performance management, etc., this paper constructs the environmental protection performance management system structure model of Party & government leaders at the county and city levels based on the planning of Poyang Lake Ecological Economy Zone, and discusses the main contents of the five subsystems briefly, for purpose of providing certain references for the design of the strategy-oriented performance management system structure model.
