Abstract

In order to make a quantitative evaluation on the rationality of water resources planning, the system coordinated development theory is introduced and the multi-layer index systems of the coordinated development assessment for water resources planning systems based on "state-relationship (S-R)" framework is constructed. Then, the evaluation model based on variable fuzzy set theory and variable weight principle is developed. This evaluation process is explained taking Lvshunkou District in Dalian City as an example. The results indicate that the coordinated development level of this regional water resources planning system increases steadily and this planning is reasonable, but there are some problems including lower water-saving level and less quantity of seawater direct use in industry, which needs to be improved.
