Presents the results of a national Gallup Poll in Canada on the public's assessment of the extent of cheating in social assistance programs, conducted on July 9-14, 1996. Average cheating estimate as 30 percent; Demographic differences in perception; Opinion on electronically scanning the fingerprints of welfare recipients to reduce fraud.
