Abstract
- Croatia is a young state but have a long history in geodesy. The development of the profession was mainly driven by need for cadastre and topographic maps. During the 19th century under Austrian-Hungarian influence, topography, cadastre and responsible institutions were established in Croatia for the first time. During the last twenty years Croatia have reorganized institutions to support the transition processes. In the past, the geodetic framework was determined by a socialistic ideology without any attention to secure real property rights. Land as an important and limited resource is the focus of many economic activities. Thereby land governance, primary field of work of surveyors, becomes more demanding and spreads. Cadastre made in the 19th century has long served many needs. However, the main purpose for which it was established and its positional accuracy, today can hardly meet the needs of users. In support of the modernization of spatial data in 2004 were introduced a new geodetic datum and projections that are gradually implemented, and subsequently is established CORS CROPOS. After conversion of all cadastral data in electronic form, in ongoing are renewal and improvement of existing data. In addition to the systematic renewal of the cadastre by cadastral municipalities, in progress is homogenization of cadastral map which should enable a gradual improvement and creation seamless cadastral map of the whole country. Following the trends in the field of SDI in the world, Croatia has been implementing the INSPIRE directive. In accordance with that more and more spatial data services is available on the Internet. Better access to data and coordinated maintenance of the cadastre and land books is pursued through the introduction of a Joint Information System and on it built the One Stop Shop subsystem. Challenges for surveyors in Croatia today are: the establishment of seamless data and service available for the whole country, the registration of public utility infrastructure, real estate valuation and land consolidation which will extend the scope of the profession from land administration to land governance.
