Agir sous contrainte écologique forte. Enquête sur les processus de maillage territorial en Bourgogne-Franche-Comté

International audience; This article presents the results of a transdisciplinary research project in the Bourgogne Franche-Comté region. It shows how place-based transition operator is constituted by the territorial meshing. This term is theorized, in resonance with established concepts such as social capital, articulation of scales, swarming, prefiguration and relational ontologies. In practice, it appears that the efficiency of the meshing is strongly linked to the formation of socio-ecological transition engineering capable of connecting the multiple forms of collective action to the decentralised services of the State and local authorities. This is an essential issue for the reconfiguration of public action under strong ecological constraints.; Cet article restitue les résultats d’une démarche de recherche transdisciplinaire en Région Bourgogne-Franche-Comté. Il montre comment l’opérateur territorial de transition se constitue par le maillage territorial. Ce terme courant de l’action située est théorisé, en résonance aux concepts établis comme le capital social, l’articulation d’échelles, l’essaimage, la préfiguration et les ontologies relationnelles. Dans les faits, il apparaît que l’efficience du maillage est fortement liée à la formation d’une ingénierie de la transition socio-écologique capable de raccorder les multiples formes d’action collective aux services déconcentrés de l’État et des collectivités territoriales. Ceci est un enjeu essentiel pour la reconfiguration de l’action publique sous contrainte écologique forte.
