The Process Of E-Transformation In Local Governments (The Case Of Kırşehir)

Dünyada bilgi ve iletişim teknolojilerinde yaşanan gelişmelere paralel olarak Türkiye’de de kamusal hizmetlerin bilişim teknolojileri aracılığı ile sağlanmasına yönelik çalışmalar hız kazanmıştır. Bu gelişmelerin yanısıra 2000’li yıllarda yapılan reform çalışmaları sonucunda yerel yönetimlerin görevlerinin niteliğinde ve niceliğinde önemli değişimler meydana gelmiştir. Bilgi toplumuna geçiş sürecinin yaşandığı son yıllarda, kamu yönetiminde yeniden yapılanma çalışmalarının da bir sonucu olarak, yerel yönetimlerin yetki, görev, sorumluluk ve hizmet çeşitliliğinde artış meydana gelmektedir. Söz konusu artışın da bir gereği olarak yerel yönetimlerde hizmet sunumunun teknolojinin de gelişmesinin bir sonucu olarak, bilgi teknolojilerinden yararlanılarak gerçekleştirilmesi gerekmektedir. Bunun sağlanabilmesi için de yerel yönetimlerin çok yönlü bir hazırlık süreci içerisine girmesi beklenmektedir. Bilgi teknolojisi kullanımının yaygınlaştırılması ve etkin şekilde hayata geçirilebilmesi için gerek altyapı, gerek donanım ve yazılım ve gerekse de yetişmiş, nitelikli insan gücüne ihtiyaç duyulduğu da bir gerçektir. Bunun için öncelikle yönetsel bilincin oluşması daha sonra da gerekli maddi kaynağın ve insan kaynağının temini için çalışılması büyük önem taşımaktadır. Bilişim teknolojilerinin hizmet sunumu ve karar verme süreçlerinde kullanımı, yerel yönetim birimlerinin kendilerinden beklenen görev ve sorumluluklarının üstesinden gelebilmelerine önemli katkılarda bulunmaktadır. Avrupa Birliğince (AB) benimsenen bilgi temelli bir toplum yaratma düşüncesinin ve bilim ve teknoloji temelinin güçlendirilmesi hedefinin Türkiye’ye yansıması e-Türkiye projesi ile gerçekleşmiştir. E-Türkiye projesi ile merkezi yönetim ile yerel yönetimlerde e-dönüşüm süreci başlatılmıştır. Bu çalışmada, Türkiye’de izlenen bilgi ve teknoloji politikalarının Kırşehir İl Özel İdaresi örneği üzerinden analizi amaçlanmıştır. Bu çerçevede, kurum çalışanlarına yapılan anket sonuçları ile kurumda bilişim alanında çalışan yetkili kişilerle yapılan mülakat sonucu elde edilen bilgiler, Kırşehir İl Özel İdaresi’nin e-dönüşüm sürecinde ne aşamada olduğunu ortaya çıkarmak amacıyla kullanılan verilerdir. Değerlendirme sonucunda, kurumun bilgisayarlaşma, web sitesi kurma ve otomasyon açısından yeterli ilerlemeyi kaydettiği görülmüştür. Bununla birlikte kurumun e-dönüşüm sürecindeki durumu, hizmetlerin internet aracılığı ile sunumu açısından gelişme aşamasındadır. Ayrıca, yöneticilerin e-dönüşüm sürecinde gerekli gelişmelerin kaydedilmesi hususunda özendirici çabalarının olduğu sonucuna ulaşılmıştır.
The development of information and communication technologies has accelerated public service delivery through the application of information technologies in the world. In addition to these improvements, as a consequence of the reform efforts in the 2000s, important changes have occurred in the quality and quantity of the duties of local governments. The process of transition to information society is experiencing in recent years, the public administration, as a consequence of the restructuring of local governments, local authority, duties, responsibilities, and increase a variety of services. The increase, as required by the local government in service delivery, the development of technology, as a result of using information technology needs to be achieved. In order to ensure that local government is a versatile process for the preparation of the is expected to enter into. The use of information technology to disseminate and effectively implemented in order to have the infrastructure, both hardware and software, and trained, qualified manpower is needed. It is primarily for administrative and creation of consciousness, then the required financial and human resources to ensure work is of great importance.It is expressed that the usage of information technologies for public service provision is making important contribution to local governments to fulfill their duties and responsibilities.The thought of creating a comunity based on information which was adopted by the European Union, reflected to Turkey by e-Turkey Project.e-Turkey Project started e-transformation process in central administration and local administrations. In this paper, Turkey’s information policies were analysed through the experiences of The Special Provincial Administration of Kırşehir. A survey of employees and managers and an interview with relevant managers of The Special Provincial Administration of Kırşehir used to interpret the status of the institution in terms of e-transformation process. The results of the survey revealed that The Special Provincial Administration of Kırşehir has made progress in the efforts of computerization, web site development and automatization. The status of the institution in terms of online service delivery is stil in progress. The managers of the institution make considerable effort to encourage e-transformation.
