Yerelleşme-Merkezileşme Tartışmaları Ekseninde Yerel Yönetimlerde Reform: İngiltere ve Türkiye Üzerine Mukayeseli Bir Analiz

İngiltere örneği üzerinden hareketle yerel yönetim birimlerine ve yerelyönetimlerde reform çalışmalarına odaklanılan çalışmada, Anglo-Sakson yönetimgeleneğine sahip İngiltere ile Kıta Avrupa’sı yönetim geleneğine sahip Türkiyeyerel yönetimler çerçevesinde mukayese edilmektedir. Çalışmanın temel amacımerkezileşme ve yerelleşme kavramları çerçevesinde İngiltere'de ve Türkiye'degenelde kamu yönetiminde özelde ise yerel yönetimlerde yaşanan dönüşüm vereform çabalarının karşılaştırmalı olarak değerlendirilmesidir. Çalışmakapsamında öncelikle İngiltere'nin siyasal ve yönetsel yapısı genel hatlarıylaele alınmakta, İngiltere'de yerel yönetim sistemine ve yerel yönetimlerdereform çalışmalarına değinilmektedir. Son olarak, yerel yönetimlerde yenidenyapılanmaya yönelik girişimler karşılaştırmalı yöntem perspektifiyle, Türkiyeve İngiltere örnekleri üzerinden değerlendirilmeye çalışılmaktadır.
In the study that focuses on the local government units and the reformefforts in the local governments through the example of England, it is comparedEngland, which has the Anglo-Saxon governmental tradition, and Turkiye whichhas the governmental tradition of the Continent Europe, within the framework oflocal governments. The main objective of the study is comparatively to assess theefforts of transformation and reform that are experienced generally in the publicadministrations and particularly the local governments in England and Turkiye withinthe framework of the concepts of “centralization” and “decentralization”. Underthe study, it is primarily deal with the political and administrative structureof England in general terms, and referred to the administrative system ofEngland and the reform efforts in the local governments. Finally, it is tried toassess the efforts towards the restructuring initiatives in the local governmentsunder the framework of the perspective of comparative method within the examplesof Turkiye and England..
