Abstract

In Russian Federation, a large number of marine water transport infrastructure facilities are under construction or reconstruction. For these objects (moorings, protective structures, approach channels, objects on the seabed, and others) it is important to clarify the features of ownership of these structures and the responsibilities that arise for the owner. Some objects in the Russian Federation (access channels, objects on the seabed) can be own only by government, meanwhile, they are parts of seaport complexes and without their functioning the whole object is impossible. There is a problem of ownership and maintenance of such objects, which are components of global infrastructure complexes (seaport), but according to the law, cannot be privately owned.
