СОВРЕМЕННЫЕ ПРОБЛЕМЫ РАЗВИТИЯ ГОРНЫХ ТЕРРИТОРИЙ РЕСПУБЛИКИ ДАГЕСТАН

Предметом исследования являются современные проблемы и перспективы социально-экономического развития горных регионов. Проведенный анализ реализации программных мероприятий позволил определить положительные и негативные стороны в подходах к разрешению общих и локальных проблем горных районов республики. Изучены теоретические взгляды на решение проблем и практические проблемы развития горных территорий на уровне муниципальных поселений. Сделаны выводы о необходимости налаживания взаимодействия регионального, муниципального уровней властей с местным сообществом. На основе сделанных выводов разработаны предложения и рекомендации по внесению изменений в нормативные документы. Практическое значение заключается в том, что выводы и рекомендации могут лечь в основу совершенствования нормативных актов.
The subject of the study is the current problems and prospects of socio-economic development of mountain regions. The analysis of the implementation of program activities allowed to identify positive and negative aspects in the approaches to solving General and local problems of the mountainous regions of the Republic. Theoretical views on the solution of problems and practical problems of development of mountain territories at the level of municipal settlements are studied. Conclusions are drawn about the need to establish interaction between the regional and municipal levels of government and the local community. Based on the conclusions made, proposals and recommendations for making changes to regulatory documents are proposed. The practical significance lies in the fact that the conclusions and recommendations can form the basis for improving regulations.
