Reformulation of quartic centrifugal distortion Hamiltonian

Some of Watson's quartic centrifugal distortion parameters have the undesirable property that they become infinite when two rotational constants are equal. A proposal is made for a redefinition of the parameters in such a way that they stay well defined in the symmetric top limit.
