Abstract

According to the reports of emergency doctors, the average time spent for one call is rather high: an average of 52–63 minutes. A quantitative analysis of the emergency calls by disease entities, which has been performed for the same reports, enables to make a conclusion that most of the calls are related to diseases of the circulatory system, arterial hypertension with crises, diseases of the respiratory, digestive and nervous system. For clarity, the authors found it necessary to reflect some of the data from the three-year qualification report for the period of 2010–2012. The legislation of Ukraine in the field of health care requires continuous improvement, along with the changes that occur in the life of the state and society, in which it is necessary to take into account the experience of the advanced countries and the accumulated data of the leading international organizations in the industry. Knowledge of the key moments of the current legislation, as well as the main international legal instruments in the field of health care enables physicians to legally protect themselves in conflict situations in their daily work and to justify their actions (or reconsider inaction) when performing job descriptions in the emergency medicine.
