Abstract

The operations and services integration system (O&SIS) is an operations system that provides leased line services management support for the BELGACOM Integrated Network Operations Center (BINOC). Performance monitoring (PM) is a measure of the operational quality of a leased line circuit during the time it is in use. The purpose of the O&SIS performance measurement and monitoring application (PMM) is to ensure that BELGACOM provides the highest quality of services to its customers and maintains the best performance characteristics of its leased line circuits. The PMM gathers performance data on-line and checks them against the thresholds, and when it detects problems, it initiates an alert and displays detailed PM data. Using PMM in conjunction with the O&SIS fault management helps to prevent circuit troubles before they occur, resulting in reduced outages and operations cost, and improves service quality. This paper presents an overview of the technical aspects of PMM. It discusses how BELGACOM uses PM data and has benefited from it. It describes how a complex network can be measured, tracked, and controlled to improve the global quality level of services to customers. Some design considerations are also presented for maintaining optimum network operations in real-time. >
