Abstract

During the New Order era under Suharto, the government built an electricity system for rural communities, including generators and television with broadcasts of national specials. These people welcomed the gates of a better life and entertainment with open arms-and were indirectly moved to vote for the Golkar Party. The fall of Suharto in the reform era triggered the emergence of petty kings such as mayors and city governments. Internet technology in the city of Semarang and its concept as a smart city is one example where the mayor gets political support, expertise, and funds from the central government to carry out the personal interests of the Indonesian government and the city government. The mayor followed Suharto's patrimonial techno-political pattern from a decentralized perspective, although there were still many differences between regimes. While centralized techno-political regimes focus on the supreme leader, decentralized techno-politics pay more attention to society and its stakeholders. Therefore, a technological regime in Post-Suharto Indonesia requires special characteristics and great efforts to be able to implement a decentralized techno-politics that can communicate and foster trust among its people.
