Abstract
- The National Institutes of Health (NIH) has earned a reputation for excellence in the support and conduct of research to improve the health of the American people. It has maintained its leadership position in the international scientific community in the face of great changes in its political and social environment. Paradoxically, pressures for changes in the mission and organizational structure of the NIH continue to arise. In the past five years there have been proposals to establish at least 11 new institutes at NIH and to transfer four existing agencies into it. Last October Congress passed but President Reagan vetoed . . .
