« Compstat » à Paris : initiative et mise en responsabilité policière

« Compstat » est un dispositif de management quantitatif néo-liberal qui fut inventé par le département de police de New York pendant les années 1990 et qui fut importé à Paris à par le préfet de police au début des années 2000. Grâce à une description ethnographique du fonctionnement de ce dispositif en France, l’auteur montre ici comment le recours au chiffre a réorganisé la sécurité publique et valorisé la « prise d’initiative » et la « mise en responsabilité » individuelle des agents. Il montre aussi comme ces deux expressions qui proviennent du terrain sont à entendre dans un sens plus proche de l’efficacité comptable que du droit administratif. “Compstat” is a neo-liberal quantitative management tool that has been invented in the NYPD during the 1990s and that has been imported in Paris during the 2000s. This ethnographic study shows how it works in France. It describes how the new use of numbers is associated to the high valuation of “prises d’initiatives” (discretion) and of “mise en responsabilité” (accountability) of the officers, the meaning of these two terms being closer to the domain of accounting than that of administrative law.
