Abstract

Globalización y equidad son términos que reflejan profundas contradicciones, ya que no es precisamente la equidad lo que caracteriza a la actual etapa capitalista, que con sello neoliberal es propia del mundo de hoy y deja sin espacio al sector social de la economía. Sin embargo, justamente son las crisis económicas y las medidas de recuperación una causa de surgimiento y permanencia de las cooperativas y demás organizaciones del sector social que contemplan la organización autónoma de trabajadores, la política pública y la participación ciudadana. El riesgo es que estas organizaciones pierdan autonomía y desvirtúen su razón de ser o se constituyan en instrumentos al servicio de los gobiernos en curso. Cooperativism has been an instrument to support the growth and development of Latin American countries (LA). However, legal frameworks when they are inadequate, deteriorate StateCooperative relations, so the role of Governments and States play a determining role in their achievement so it is necessary to distinguish the role of the State and self-management. This purpose is addressed methodologically through three guiding questions to differentiate its permanence in Latin America through its history. The evaluation is based on four characteristics of the role of the State in promoting cooperativism: paternalism, interventionism, regulationism and principledness. It is concluded that, despite legislating, promoting programs and public policies that accompany the cooperative movement, the characteristics of promotion are heterogeneous and the intervention of the State in the countries of LA has been present. It is convenient for education and research centers to disseminate cooperative models of association and promote citizens in solidarity and communal practices, especially when promotional actions are not part of public policies that would require legal updating and budget allocation in public spending, without intervening in their operation.
