Abstract

In the near future, the government will decide on a possible change of its policy aimed to reduce the amount of sleep disturbance due to night-time air traffic from Amsterdam Airport Schiphol. To facilitate the governmental decision-making process the "Assessment Framework for Health and the Environment" was completed for night-time aircraft noise around Amsterdam Airport Schiphol and sleep disturbance. This Assessment Framework consist of check lists for issues that may play a role, separately or jointly, in policy decisions on health-related environmental problems. Issues included are the size of the affected population, the severity of health effects, possible outrage factors, the cost effectiveness of possible measures and legal aspects. The description of the health effects is mainly based on a recent advise of the Health Council. Results about the health impact of night-time noise were for a large extent obtained from studies that were carried out in the framework of the research programme Health Impact Assessment Schiphol. The possible measures were largely distilled from an inventory by the National Aerospace Laboratory NLR. Estimates of the costs and the effectiveness of measures were only available for a scenario in which the night-time restrictions between 23:00 and 6:00 hour were extended to 7:00 hour. The result is a description of the various issues that could play a role in the decision-making process on night-time aircraft noise.
