Capability-based employability: A total organizational fact

Abstract

This chapter shows that the framing of the problem of employability differs according to the meaning given to the term “capacity”. It contends thathow this combination is achieved depends on the state of the labor market and the employee, and on the business company in which the employee worked before seeking employment. Skill-based employability can offer transferable skills without giving employees the possibility to have a say on the kind of skills they develop. Workplace learning and formal continuing education are geared towards organizational development, possibly from the perspective of dynamic capabilities, but leave little room for the dynamics of career paths and for what is of value to individuals. As an enabling organization that strives to take into account the aspirations of its employees, the capability-enhancing organization meets the requirements of pluralism, participation, development, justice and social responsibility.
