Family agriculture in Serop?dica-RJ: social management, participation and articulation of actors of the local knowledge pole in agriculture

Because it is a municipality near the capital of the state and the port region of Itagua? and that, despite having a history of silk production in the 19th century, with rural settlements in the 20th century and with the installation of a knowledge production center in Agriculture, has shown a decrease in rural activity, resulting in the exodus, which could jeopardize food security. In this scenario, the following assumptions are presented: (a) economic growth in the region is perceived as a threat to the loss of Serop?dica's rural identity; (b) communicative action in the interaction of family farmers with local public authorities in municipal councils, together with the poles of educationa,l research and extension institutions of the area, can be a means to promote the strengthening of rural activity; (c) the organization in farmers' associations may favor the search for a substantive rationality capable of building a strong power field in which families participate in the political decisions of the State and interact more significantly with the research and extension entities. The objectives described are: (i) to identify the main laws, public policies, studies and previous programs focused on local rural development; (ii) identify the main actors who propose territorial development actions to recognize the fields of power; (iii) to verify how communicative action, interdependence and interactions of farmers with the public power and the research and extension institutions of the place occur; (iv) to verify if there is a tendency of preservation and strengthening of the activity by the empowerment of groups of families structured in associations that seek a substantive rationality based on the principles of agroecology when valuing the traditional knowledge constructed and diffused locally. The methodological procedures of qualitative and exploratory approach adopted an analysis of the documents of laws, programs and projects directed to family agriculture; It is an ethnographic research that conducted semistructured interviews with local actors. At the same time, there was a participant observation with registration of the issues dealt with in the meetings of the municipal councils and the territorial collegiate. There were difficulties in the permanence of the families of the farmers due to the current socioeconomic and environmental transformations, as well as the poor participation in the articulations discussed in the municipal councils on the necessity of inclusion of the farmers in projects of research and extension for the inclusion in the public policies aiming their fortification. It was also observed a tendency of resistance by the permanence of local productive arrangements of organic farmers who counted in the past with the support of research and extension in agroecology, but in punctual, discontinuous and disjointed projects between the institutions that make up the knowledge production. , Which shows great contradiction. However, there have been recently the implementation of integrative projects with this pole, even at an embryonic stage, that seek to focus on alternative markets, inclusion in public policies and valorization of local knowledge based on agroecology. It is worrying the socioeconomic reproduction of families to resist the process of real estate speculation in the region. However, Serop?dica presents a great potential for the creation of strong ties, as it happens in associations in networks with greater participative governance, that defend their rights of citizenship and fight for the environmental, social and economic sustainability, for the access to public policies. Fair, inclusive and egalitarian in the municipality O estudo discute o enfraquecimento da agricultura familiar em Serop?dica-RJ, cujas grandes transforma??es socioecon?micas ocorreram nas duas ultimas d?cadas. Por se tratar de um munic?pio pr?ximo da capital do estado e da regi?o portu?ria de Itagua? e que, apesar de possuir hist?rico de produ??o da seda no s?culo XIX, com assentamentos rurais no s?culo XX e com a instala??o de um polo de produ??o de conhecimento em agropecu?ria no local, mostra diminui??o da atividade rural, resultando no ?xodo, o que pode comprometer a seguran?a alimentar. Nesse cen?rio s?o apresentadas as suposi??es: (a) o crescimento econ?mico na regi?o ? percebido como uma amea?a ? perda da identidade rural de Serop?dica; (b) a a??o comunicativa na intera??o de agricultores familiares com os poderes p?blicos locais nos conselhos municipais juntamente com o polo de institui??es de ensino, pesquisa e extens?o do local, pode ser um meio de promover o fortalecimento da atividade rural; (c) a organiza??o em associa??es de agricultores pode favorecer a busca por uma racionalidade substantiva capaz de construir um campo de poder forte, no qual as fam?lias participem das decis?es pol?ticas estatais e interajam mais significativamente com as entidades de pesquisa e extens?o. Os objetivos delineados s?o: (i) identificar as principais leis, pol?ticas p?blicas, estudos anteriores e programas voltados para o desenvolvimento rural local; (ii) identificar os principais atores que prop?em a??es de desenvolvimento do territ?rio, a fim de reconhecer os campos de poder; (iii) verificar como se d? a a??o comunicativa, a interdepend?ncia e as intera??es dos agricultores com o poder p?blico e com as institui??es de pesquisa e extens?o do local; (iv) verificar se h? a tend?ncia de preserva??o e fortalecimento da atividade pelo empoderamento de grupos de fam?lias estruturados em associa??es que buscam uma racionalidade substantiva com base nos princ?pios da agroecologia ao valorizar os conhecimentos tradicionais constru?dos e difundidos localmente. Os procedimentos metodol?gicos de abordagem qualitativa e de car?ter explorat?rio adotaram an?lise dos documentos de leis, programas e projetos para a agricultura familiar; ? uma pesquisa etnogr?fica que realizou entrevistas semiestruturadas com atores do local. Houve a observa??o participante com registro das quest?es abordadas nas reuni?es dos conselhos municipais e do colegiado territorial. Verificou-se dificuldades de perman?ncia de agricultores devido ?s transforma??es socioecon?micas e ambientais atuais, assim como a fraca participa??o nas articula??es discutidas nos conselhos municipais acerca da necessidade da inclus?o dos agricultores em projetos de pesquisa e extens?o para inclus?o nas pol?ticas p?blicas visando o seu fortalecimento. Percebeu-se tamb?m uma tend?ncia de resist?ncia de arranjos produtivos locais de agricultores org?nicos que contou no passado com o apoio de pesquisas e extens?o em agroecologia, por?m em projetos pontuais, descont?nuos e desarticulados entre as institui??es que comp?em o polo, o que evidencia grande contradi??o. Entretanto, h? recentemente a implanta??o de projetos integradores com o referido polo, ainda que em est?gio embrion?rio, que buscam focar nos mercados alternativos, na inclus?o em pol?ticas p?blicas e na valoriza??o do conhecimento local baseado na agroecologia. ? preocupante a reprodu??o socioecon?mica das fam?lias para que resistam ao processo de especula??o imobili?ria vigente na regi?o. Entretanto, Serop?dica apresenta um grande potencial para a cria??o de la?os fortes como ocorre nas associa??es em redes com maior governan?a participativa, as quais defendem os seus direitos de cidadania e lutam pela sustentabilidade ambiental, social e econ?mica, pelo acesso ?s pol?ticas p?blicas e por uma sociedade mais justa, inclusiva e igualit?ria no munic?pio.
