Urban expansion in Divinópolis-MG: ideas, practices and agents

CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior O presente trabalho investiga o processo de expansão urbana em Divinópolis, cidade média não metropolitana do Estado de Minas Gerais. A análise parte da ocupação inicial de Divinópolis até seus desdobramentos recentes para observar, através da perspectiva histórica, as mudanças, permanências e especificidades na urbanização do município. Buscamos relacionar o que se pensa e o que se realiza no território ao articular a morfologia do tecido urbano, os papéis desempenhados pelos diferentes agentes e a política de controle e planejamento empreendida pela administração pública. Para tal, entrecruzamos fontes primárias, dados estatísticos, referenciais teóricos, entrevistas e mapas como forma de caracterizar a pluralidade de ideias, práticas e agentes na produção do espaço urbano do município. A pesquisa demonstra as transformações da forma urbana inicialmente compacta para dispersa, os avanços e limites das políticas públicas propostas, a conformação do mercado de terras, o papel do planejamento urbano-regional e as contradições ensejadas no espaço. This research investigates the process of urban expansion in Divinópolis, a non-metropolitan medium city in the State of Minas Gerais. The analysis starts from the initial occupation of Divinópolis until its recent developments to observe, through the historical perspective, the changes, permanence, and specificities in the urbanization of the municipality. We sought to relate what is thought and done in the territory by articulating the morphology of the urban fabric, the roles carried out by the different agents, and the control and planning policy undertaken by the public administration. To this end, we crosschecked primary sources, statistical data, theoretical references, interviews, and maps as a form to characterize the plurality of ideas, practices, and agents in the production of the urban space of the municipality. The research demonstrates the transformations of the initial compact urban form to a dispersed one, the advances and limits of the proposed public policies, the formation of the land market, the role of urban and regional planning, and the contradictions caused in space.
