A Study on the Responses of Unions in Precarious Employment Processes

Bu çalışmanın konusu, neo-liberal dönemde kamu istihdam süreçlerindeortaya çıkan esnek ve güvencesiz istihdam biçimlerine karşı sendikaların bualandaki temel yaklaşım ve stratejilerinin neler olduğu üzerinedir. Bunoktada kamu sağlık hizmetleri alanında faaliyet gösteren ve aktif olarakörgütlenme faaliyeti yürüten üç büyük işçi sendikasının şube yöneticisiylederinlemesine görüşmeler yapılmış ve bu noktada sendikaların esnek vegüvencesiz istihdam süreçleriyle alakalı hangi noktalarda benzeştiği veayrıştığı konusu üzerinde durulmaya çalışılmıştır. Araştırmada sendikalarınesnek ve güvencesiz istihdam biçimlerinin kaldırılması noktasında benzerbir düşünce içerisinde olduğu görülmüştür. Bunun yanında sendikalarınçözüm noktasında birbirlerinden farklılaştığı ve diğer sendikalarıgörmezden gelici ve ötekileştirici bir tutum içerisinde olduklarıgörülmüştür. This study aims to examine the basic approaches and strategies of tradeunions toward flexible and precarious forms of employment, which emergeduring public employment processes in the neo-liberal period. At this point,profound interviews were carried out with the branch managers of three biglabor unions, which operate in the field of public health services and activelyconduct organization activity and it was tried to find out in what points thetrade unions resembled and differentiated regarding the flexible andprecarious employment processes. In the study, it was seen that the unionsshared a common ground in claiming the cancellation of flexible andprecarious forms of employment. On the other hand, it was concluded thatthe unions stood in different points and displayed an attitude ignoring andalienating other unions in generating a solution.
