Üniter ve federatif devlet yapılarında yerel yönetimlerin karşılaştırılması

Devlet, sınırları içerisinde kamusal hizmetleri üreten ve yöneten en üst meşru gücü temsil etmektedir. Yönetimsel açıdan devletler, `üniter devlet` ve `federatif devlet` olmak üzere ikiye ayrılmaktadır. Söz konusu yönetim modelleri, siyasi gücün kullanımı yönüyle birbirlerinden farklılaşmaktadır. Üniter devlet, siyasi gücün tek bir merkezde toplandığı; federatif devlet ise, siyasi gücün federal devlet ve federe yönetimler arasında paylaşıldığı yönetim biçimidir. Her iki modelde de devlet, kamusal hizmetleri üretmek için temelde iki ilke üzerine örgütsel yapılarını inşa etmektedir. Bunlar; `merkezden yönetim` ve `yerinden yönetim`dir. Merkezden yönetim, kamusal hizmetlere ilişkin faaliyetlerin tek bir merkezden yönetilmesi; yerinden yönetim ise, kamusal faaliyetlerin yürütülmesine ilişkin yetkilerden bazılarının merkezin dışında yönetim birimlerine aktarılmasıdır. The shape of the state administration is divided into a `unitary state` and a `federative state`. These Governments differ from each other in the political use of the power aspect. Political power is used by a single center in a unitary state. Political power is shared between the federal state and the federal governments format in Federative State.
