Osmanlı İmparatorluğu'nda Yenileşme Döneminde dış borçlanmanın bütçe açıklarının finansmanı üzerindeki etkisi (1699-1923

Osmanlı imparatorluğunda yenileşme döneminde bütçe açıklarının dış borçlanmayla finanse edilip edilemeyeceği, uzun bir süreçte çeşitli yöntem ve finansal araçlarla denenmiş olmasına rağmen başarılı olmamıştır. Çalışmanın amacı, dış borçlanmanın bütçe açıkları finansmanı üzerindeki etkisidir.Konunun açıklanabilmesi amacıyla en temel toplumsal kavramların tanımı, dönüşümü, kurumsallaşma süreci, toplumbilim yöntemleriyle anlatılmıştır. Borçlanmanın iktisat teorisi çerçevesinde bütçe teorileri, ekonomide izlenmesi gereken maliye politikaları yazılarak teorik çerçevesi çizilmiştir.Çalışmanın içinde, grafik, çizelge, tablo ve istatistiki bilgilerle konunun anlatımı güçlendirilmiştir.Sonuçta, bütçe açıklarının dış borçlanmayla finanse edilemeyeceği, fonlardan ve borçlardan oluşan bütçe açıklarının, ulusal ekonomide yatırımlara dönüştürülerek üretimi arttırmanın, ulusal geliri büyütmenin, sonuca etki eden en önemli faktör olduğu ortaya konmuştur.
