Abstract

María Elena Attard Bellido is a Bolivian lawyer, with postgraduate studies and specialization in constitutional law, constitutional procedure, human rights, gender, legal pluralism and rights of indigenous peoples. She is a lawyer of the Plurinational Constitutional Court who has carried out the systematization of all constitutional jurisprudence in the Plurinational State of Bolivia. She is a postgraduate professor at several universities in Bolivia, including Universidad Andina Simón Bolivia, Universidad Mayor de San Andrés UMSA, Universidad Mayor de San Simón UMSS, Universidad Gabriel René Moreno, Universidad San Francismo Xavier de Chuquisaca USXCH, Universidad Amazónica de Pando, Universidad Juan Misael Saracho, Tomás Frías University, Universidad Siglo Veinte, Universidad del Valle, School of State Judges, School of State Prosecutors, School of Public Management. She is currently the academic coordinator of the Master in Administration of Justice with a focus on human rights at the Chiquitana University, aimed at judicial and fiscal authorities in the Bolivian Amazon. She is also part of the Fundación Construir's Legal Clinic for Strategic Rights Litigation and is linked to the network of Latin American constitutionalist women.
