Representación y apoderamiento (presencial y electrónico) en el procedimiento administrativo

This paper analyzes the general regime of representation and empowerment within the common administrative procedure, stating both the classic or traditional conceptions on the matter and the problems arising from the online representation and empowerment by focusing on the issues that poses the latter and customizing some guidelines for their solution. Besides the resultant regime within the general common procedure, it is also analyzed two special common procedures due to their massiveness: procedures in the tax sphere and in the Social Security area. A fieldwork is also included where the practice followed by thirty administrative bodies when requiring the proof of representation shows the wide disparity in the existing criteria.
