Abstract

The Islamic rule of Umar bin Abdul Aziz stands as an exemplary model of a Welfare State. During his leadership, he introduced significant economic reforms, eliminating corruption from the public treasury (Bait-ul-Mal) and holding corrupt officials accountable. He safeguarded the rights of dhimmis (non-Muslim citizens under Islamic rule) and relieved citizens from the burden of unnecessary taxes. Financial support, including scholarships, was provided to assist disadvantaged citizens, ensuring that the needs of both Muslims and non-Muslims were met with fairness. Justice was upheld for every social class, creating a period of remarkable economic prosperity. Despite his brief rule of just two and a half years, such was the societal well-being that there were no recipients for zakat; while people gave zakat, no one required it. This research paper seeks to underscore the importance of the welfare measures implemented by Umar bin Abdul Aziz in establishing a just and prosperous society, utilizing a narrative and analytical approach.
