Abstract

To maintain health in an ideal world, law enforcement forces are required to act simultaneously to ensure comprehensive security. The objective is to find appropriate strategies and tactics so that coordinated actions between institutions are suitable to protect public health in an ideal world. Ecuador according to the current context in which it lives. Physical observation was carried out of the characteristics of the roads where a number of weaknesses were found such as uncontrolled access, dead zones, which are used by criminals to commit improper acts such as robbery, kidnapping, extortion and even death for not paying the payment. extortion that they demand, joint strategies were designed pointing out the roles of each institution that is in the country's regulatory framework. To apply these tactics, inter-institutional coordination and government leadership are needed to provide the necessary resources.
