Abstract

Prohibition of the manufacture, importation and sale of cigarettes occurred in Canada and the United States as a part of the Progressive Movement. Social reformers played the major role for getting prohibition on the legislative agenda, but once on the floor, the supporters of consumers and producers voiced their opinions.
