Trades declare war on nonunion training

The AFL-CIO's Building and Construction Trades Department (BCTD) has put the nonunion Associated Builders and Contractors on notice that its apprentice programs are under attack, including possible legal action. The study shows that poor apprentice graduation rates prompt the unions to call for government action.
