Abstract

United States and coalition forces invaded Iraq in March 2003, and the U.S. pledged to immediately rebuild the country's affected infrastructure. The engineers and construction firms are committed to complete the approximately $12 billion in reconstruction contracts, but are facing fear of insurgents and often muzzled by government managers.
