Abstract

The Congressional Budget Office estimates that Hurricane Katrina will cost the Gulf Coast over 400,000 jobs. While Katrina has devastated ordinary businesses, it will lead to a boom in cleanup and reconstruction activity, construction unions, plumbers especially union painters will work with both union and nonunion contractors on training needs and helping businesses to reopen.
