Publish or perish: 'Sensitive but unclassified' stamp on research poses problems for universities and non-U.S. citizens

Abstract
- Export control regulations divide research universities and the US government, as university officials believe that government bureaus are too strict in their interpretation of security directives related to the use of scientific equipment. Specifically, the government emphasis on research that is stamped 'sensitive but unclassified' could keep away foreign students and the non-US citizens from participating, thereby undermining academics' rights to publish and share results of research, except when classified by the government.
