Abstract

Small and medium sized entrepreneurial operations in Chihuahua, Mexico, voted for the opposition Partido Accion Nacional (PAN) in the 1992 elections. Entrepreneurs were expected to vote for the ruling Partido Revolucionario Institucional (PRI), because the PRI had ingratiated itself to the business community since the 1986 elections. However, small entrepreneurs voted for PAN not because of its industrial policies but because of its commitment to democracy. Small entrepreneurs feel that greater democracy is integral to their future success.
