USDA's trade adjustment assistance for farmers: The raspberry industry

Abstract
- Farmers in the U.S. who suffer losses as a result of import competition are provided temporary financial assistance, under certain conditions, through the Trade Adjustment Assistance Program (TAA) created in the Trade Act of 2002. In an exercise that uses the raspberry industry as an example, it is shown that credible evidence of harm must distinguish between domestic from foreign impacts on U.S. prices and that specialty crops such as raspberry will seldom qualify for program assistance.
