A different kind of whip

House Majority Whip Rep. James Clyburn, D-S.C., has launched a plan that gives his whip organization unprecedented influence in crafting policy. He is ensuring that seven distinct House Democratic groups are functioning with committee chairmen and party leaders to enable diverse views to be considered before committees prepare major legislation to send to the House, thus curtailing the authority of some autocratic chairmen.
