Abstract

Watershed management has to adopt one of three alternatives for it to be effective. One is obtaining state cooperation through federal grants or other incentives, another is the empowerment of the federal court to enforce a national solution and the third is the creation of a watershed management agency with federal power to act even without state initiative. Interstate compacts and water fees can also be considered. Ultimately, however, watershed management should have a politically and economically worthwhile goal to be successful.
