Abstract
- Colorado is seen as the epicenter of the energy debate over President George W. Bush's drive to increase energy development on federal lands and on Governor Bill Ritter's plan to impose new public health and environmental restrictions on drilling. The choices and the trade-offs that will be decided in the state is expected to have effects on the rest of the U.S.
