Abstract
- US State Secretary Madeleine Albright's denunciation of France's involvement in a $2 billion project to develop Iran's natural gas reserves is an exercise in futility. For one, the US, much as it wanted, cannot subject foreigners to its laws. Secondly, the US government itself has been inconsistent in implementing its foreign policies. It has steadfastly refused to penalize China and Russia for doing business with Iran.
