Abstract

UN Secretary General Kofi Annan left Baghdad on Feb 22, 1998 with an agreement with Saddam Hussein that Iraq will give UNSCOM, the UN weapons-inspection team, access to all sensitive sites. The UN officials and member countries greeted Annan with cheers and applause, but some in Congress argue that President Clinton and his administration have undermined US foreign policy. The possibility of force still remains high since Saddam has a habit of breaking deals.
