Prescott's urban plan ponders land pooling

UK Deputy Prime Minister John Prescott's plans for renewing urban areas and cutting down development in the countryside could include a compulsory land pooling scheme. This would involve the pooling of land ownership of a fragmented site designated for regeneration. The owners would remain involved to benefit from any development, and no taxpayers' money would be used to purchase the land.
