Dead man's hand

The American Clean Energy and Security Act of 2009 is seen to fail in addressing climate change. The United States will support the Kyoto Protocol if China makes reductions in carbon dioxide emission. China, on the other hand, wants rich countries to give up one percent of their gross domestic product to fund poor countries' emission reduction efforts.
