Majority favour increasing transfers to provinces with federal government surpluses

A Gallup survey performed between Jun 22-30, 1998, found that the majority of Canadians favor shifting budgetary surpluses to help fund services in the provinces. More than half of those polled, or 56%, support increasing transfer payments for province education, welfare and health care programs. Just under one-third, or 32%, would use surpluses to decrease the national debt.
