Abstract
- Decreasing availability of public funds and increasing restrictions on the private sector have required innovative approaches to complete needed urban development programs. Often, the public and private sectors join together in urban development projects, and many of these programs have been financially and aesthetically successful. One area in which these public-private joint ventures have been particularly successful is in the design and construction of public buildings on public lands, such as transportation terminals, parking garages, and municipal office buildings. The new approach allows the public facilities to be integrated more smoothly with the private buildings surrounding them. described.
