Abstract

Ethnicity has complicated New Zealand's social policy of offering choice of schools to its citizens. Many Maori and Pacific Island students remain discriminated against despite the official policy of school choice. The policy eliminated enrollment according to school zones. Students also may not always be concerned with making the best educational choice, but the one reinforcing ethnic identity.
